The CBI filed the chargesheet in the Court of the Special CBI Judge here on April 1.
The chargesheet was filed against C M Jha, a top businessman and Secretary of the Shillong-based North Eastern India Trust for Education and Development (NEITED), A K Verma, Chairman of the Global Telemedicine Healthcare Network Foundation (GTHNF) and A Shylla of Shillong under sections of IPC, CBI sources said today.
The case was taken up by CBI on the allegation of misutilisation of fund released by NEC for implementation of the scheme on "Integrated e-education and Tele health programme for 10 Schools in Meghalaya."
The scheme was funded by the Science and Technology Sector of NEC at a total estimated cost of Rs 148.50 lakh which was to be implemented by the Secretary, NEITED through GTHNF on turn-key basis in the year 2006� 2009, they said.
"Jha furnished utilisation certificates to the NEC claiming that the released fund have been used. However, investigation revealed that the utilisation certificate is false as the scheme was not fully implemented. Nine schools did not received items which were shown to have been supplied to them. The scheme could not be made operational even after submission of completion report," they said.
Bills were raised in the name of non-existing firms in Shillong. A K Verma, Chairman of GTHNF submitted fake invoices and payment receipts to show expenditure of Rs 1,59,58,000.
The Office of Global Tele Medicine Health Care Network Foundation was found to be non-existing in the given address, they said.
