Mr Kynjing, an Assam-Meghalaya IAS cadre of 1984 batch, has taken voluntary retirement to facilitate the taking over of the new assignment of the state, lying vacant for many months.
''In fact, I was supposed take charge of the CIC from today but I will take the charge only after officially sworn in by the Governor,'' Mr Kynjing told reporters here today.
Mr Kynjing would be the second CIC of the state after implementation of the Right to Information Act, 2005.
Many cases of Right To Information (RTI) are pending in Meghalaya due to the non appointment of Chief Information Commissioner (CIC) of the State Information Commission for the last three months.
After the retirement of CIC on March 31 RTI cases have been kept pending as no hearings could be held on the cases, commission sources said.
Earlier, the Meghalaya Right to Information Movement (MRIM) and many other NGOs had also expressed concern over the delay in appointing the CIC for the state.
The MRIM had said that the people of the state were suffering as the RTI cases could not be deposed in time due to the absence of CIC.
