''Compared to 2007-2008, there has been a huge improvement in utilisation of the funds under the 2010-2011 Annual Plan,'' Dr Sangma told reporters here last night.
He said that the utilisation of funds under the annual plan allocation in the year 2009-2010 was not satisfactory because out of the approved plan outlay at Rs 2,100 crore, the State could spend only Rs 1,417.86 crore.
On the lack of utilisation of funds agreed under the annual plan outlay by the Planning Commission, the chief minister that it was due to various bottlenecks including lack of proper planning.
''We have identified various bottlenecks which are inherent. It is therefore required to pull our socks and improve our performance in various sectors.
''We need a comprehensive planning with high commitment,'' the chief minister emphasised.
''After getting the opportunity to lead the State, I could convince the Planning Commission to enhance the plan size up to Rs 2,230 crore for 2010-2011 despite the poor utilisation of funds in 2009-10,'' Dr Sangma said.
''I am more than happy to say that the State utilised Rs 2,103 crore in the last fiscal year resulting in spending of almost Rs 700 crore more than the previous fiscal year,'' the chief minister asserted.
Attributing the successful utilisation of funds to his Cabinet colleagues, Dr Sangma said, ''This achievement would not have been possible without the efforts of my Cabinet colleague and officers.'' Meanwhile, the Planning Commission finalised the Plan size of the State for 2011-2012 on May 3.
''Initial discussion at the officers' level will begin on April 19 and 20,'' Dr Sangma, told reporters here on Friday.
Dr Sangma said the State Government would seek the support of the Planning Commission for better funds flow in the State.
The Government has projected a high target at Rs 2,727 crore before the Planning Commission so that the State could achieve more in terms of development, he said.
