FIR against police in Meghalaya

Shillong, June 23 : A group of NGOs today filed a complaint of murder at Jowai police station against the police for allegedly killing Shillong jailbreak leader Full Moon Dhar in a “fake encounter”.
The Steering Committee Against Murder of Democracy, a conglomeration of about 20 NGOs, also appealed to the National Human Rights Commission to inquire into the alleged fake encounter.
It sent a letter to the special representative of the NHRC in Shillong, S.K. Tewari, to investigate the matter.
Committee chairperson Agnes Kharshiing said the move was aimed at looking into the excesses committed by the police while re-capturing the undertrial prisoners who escaped from Shillong jail. The police had claimed that Full Moon was killed in an encounter, but two escapees who were captured with him alleged he was murdered.
“We want the police to investigate the issue of the cold-blooded murder and the human rights violation,” she said.
The NGOs met director-general of police Anil Pradhan and urged him to speed up the inquiry after examining their FIR.
The NGOs will also seek the report of the post-mortem conducted on Full Moon to establish the facts related to the alleged fake encounter. “If needed, we will seek the district magistrate’s permission to exhume Full Moon’s body to examine how he was killed,” Kharshiing said.
She said the villagers at the encounter site had also said that Full Moon was killed in a fake encounter, strengthening the doubt that he may have been eliminated to protect some politicians, businessmen and police officials.
