The Meghalaya Appropriation Ordinance, 2009

The State of Meghalaya was brought under President’s Rule with effect from March 19th, 2009; hence the State budget has to be cleared by the Centre through the issue of Ordinances as the Parliament is not in session.

The Cabinet has accorded approval for the issue of two Ordinances, one each for the Supplementary Demand for grants 2008-09 and the Vote on Account for 2009-10. The amount sought for the Supplementary Demands for 2008-09 is Rs. 215.26 crore. This is to defray urgent, unavoidable and specific items of expenditure during the current financial year. The bulk of the proposed appropriation comprises of Central transfers like JNNURM, NOAPS, Central shares under various programmes besides NABARD loans etc.

The proposed Meghalaya Appropriation (Vote-on-Account) Ordinance, 2009 has been worked out for the period 01.04.2009 to 31.07.2009 i.e. for the first four months of the financial year 2009-10. The amount covered under the Vote on Account is Rs. 1540.87 crore.

The Ordinances will be issued after receipt of Presidential assent.
